Pakistani passport holders living in Australia normally need a UAE visa arranged before travelling to Dubai. Australian permanent residence, a student visa or a work visa does not by itself give you visa on arrival.

Does Australian residence change the Pakistani passport rule?
No automatic exemption applies just because you live in Australia. Pakistan is absent from the Dubai Airports visa-on-arrival list. Confirm your entry permission before departure, including any individual circumstances with the airline or UAE authority.
For example, a Pakistani student flying from Melbourne for a Dubai holiday applies using Pakistani nationality and Australian residence. Selecting Australia as nationality would give the wrong passport details.
